Have you had an opportunity to review this post? It provides a basic conceptual starting point for a model - this one is bases on a “thermal” limit but it could just as well be based on an absolute current threshold (see figure below) or energy (i^2t) relationship. You could also insert a Turn-on Delay between the Relational Operator and the Flip-flop so that the fuse will blow only if the current continuously exceeds the threshold for a certain amount of time.
Also if the current is inductive you’ll need to add a finite off-resistance (say, 1e6 … 1e8 Ohms) in parallel with the switch, in order to avoid errors due to state discontinuities.
There are several other variations on the idea - with a better description of what exactly you are trying to model and how it should behave I can provide better guidance.
