Plecs Spice does not seem to be currently offered within the student license. Is this correct, or is it possible to obtain the Plecs Spice feature using the student license?

Yes, that is correct. PLECS Spice is currently not part of the sponsored student bundle, which includes PLECS Standalone, Blockset, and Coder.
